Is there property tax in Dubai?

No UAE authority levies an annual tax on owning property in Dubai, and the UAE does not tax personal income, so rent and resale gains on a property held in your own name sit outside Corporate Tax. What you pay instead is a 4% registration fee on transfer, plus recurring charges that are not taxes.

The question usually arrives from somewhere specific. Someone has been told Dubai is tax-free, then they see a 4% figure quoted at the trustee office and start wondering what else is waiting for them. It is worth separating the things that get called property tax, because none of them is an annual tax on ownership.

What the 4% is, and what it is not

It is a one-off registration fee charged on the sale value when ownership moves, and the Land Department publishes it on its own sale-registration service page alongside the administrative figures above. One detail worth noticing: the Land Department’s AED 2,100 and AED 4,200 are the VAT-inclusive versions of the AED 2,000 and AED 4,000 most pages quote, which means a page quoting the lower pair is pre-VAT and your trustee invoice will not match it. The full entry cost sits on my cost of buying page, and the 4% on its own in the DLD transfer fee.

The licence test, which is where the answer actually changes

Cabinet Decision 49 of 2023 and the Federal Tax Authority’s guide for natural persons both say the same thing, and it is more generous than people expect. The gross income a natural person derives from Real Estate Investment is excluded from Corporate Tax, and the turnover from it is excluded from the AED 1,000,000 threshold that otherwise brings an individual into the regime. Rental income, sub-letting income and the gain on a sale all sit inside that exclusion.

The condition is the part nobody quotes. The exclusion covers activity “that is not conducted, or does not require to be conducted through a Licence from a Licensing Authority.” The Authority’s own worked example is a person who rents fourteen apartments as holiday homes with permits from Dubai’s Department of Economy and Tourism, and the guide says that is “a Business or Business Activity conducted through a Licence and the income derived from it is within the scope of Corporate Tax.”

Which means the thing deciding whether your Dubai rent is taxed is not how much you earn from it. It is whether the way you let the unit needs a permit. A long-term lease on a unit in your own name does not. A holiday home does, and I have written the permit side of that on the holiday home page.

Is VAT a property tax?

VAT came in at 5% in 2018 and it reaches property unevenly. Supplies of residential property are generally exempt, and the first supply of a residential unit within three years of completion is zero-rated, which is why a handover invoice on a new build does not carry 5% on the unit price. Commercial property is standard-rated at 5% on both sale and lease, and none of it is a recurring charge on an owner.

The housing fee, and the thing I could not verify

The federal portal is direct about it: “Tenants must pay housing fees to Dubai Municipality, which is calculated at the rate of 5 per cent of the yearly rental charges,” added to the monthly electricity and water bill. What I could not find on any official page is the published position for an owner living in their own unit. The portal frames the charge as a tenant obligation tied to yearly rent, and I am not going to turn that into an exemption I cannot cite.

My take

I am not a tax adviser and I am not going to write like one. What I can tell you is what the authorities publish and what it does to a purchase, and the honest version is that Dubai does not tax you for owning, it charges you for transacting. That makes the holding period the only question that matters here, because a 4% entry cost is paid on day one while the absence of an annual tax arrives slowly, and anyone planning to resell inside two years is paying the expensive half of that trade and collecting almost none of the cheap half.

Of course there is a downside to everything, and the downside is that the money which does recur, service charges, is not a tax and nobody caps it the way a tax authority would. That is the number I would interrogate, not this one.

So before you model a Dubai purchase on a tax saving, ask yourself one question, which is how long you intend to hold, because the 4% is paid once at the start and the saving only shows up year by year.

Questions I get asked next

Do I pay capital gains tax when I sell property in Dubai?
The UAE does not levy income tax on individuals, and the Authority’s guide puts the gain on a sale by a natural person inside the Real Estate Investment exclusion from Corporate Tax. Whether your own country taxes that gain is a separate question, and one I invest around rather than advise on.
Is the 4% split between buyer and seller?
The Land Department publishes it as “4% of the sales value” without allocating it between the parties. In practice the buyer pays it on almost every deal I have been involved in, and it is negotiable the way any cost in a contract is.
Does anything change if I let the property out?
On a normal long-term lease, no, the income stays outside Corporate Tax. The moment the letting requires a permit, which short-term holiday home letting does, the Authority treats the income as being within scope.
