Can I buy property in Dubai without being there?
Yes. Off-plan is registered by the developer through the Land Department’s Oqood portal once you and the developer have signed, so you never attend a counter. A ready resale is different. That transfer happens at a Registration Trustee Centre, and the Land Department accepts either the buyer or a legally authorised representative.

The three routes, and who has to be in the room
| What you are buying | Where it is registered | Who has to be present | What does the work |
|---|---|---|---|
| Off-plan, direct from the developer | Real Estate Developers Portal (Oqood). Land Department duration: “Business day” | Nobody at a counter. The developer submits after both sides sign the sales contract | A signed sales contract, your passport |
| Ready property, cash | Real Estate Registration Trustees Centre. Duration: “25 minutes” | The buyer and seller “or their legally authorised representatives” | Your passport, the developer’s e-NOC, a manager’s cheque |
| Ready property, mortgaged seller | Trustees Centre. Duration: “15-20 minutes” | Same, and the Land Department names “a legal power of attorney in case there is someone acting on their behalf” | A bank liability letter and three manager’s cheques |
Every duration above is the Land Department’s own published figure, and the links are at the bottom. What people don’t realise is that the registration step was never the slow part, it is twenty-five minutes at a counter. The weeks sit either side of it, and none of that has a published time.
What a power of attorney actually does here
The Land Department does not treat representation as an exception. Its mortgaged-resale service lists a power of attorney in the required documents, and its mortgage registration service lists “power of attorney if applicable” in the same place as the ID and the bank letter. It is a normal channel, not a workaround.
The practical shape of it is that you appoint someone to sign the transfer and collect the title deed in your name. That person can be a lawyer, and it should not be your agent, because the person negotiating the price should not also be the person signing the price.
I’ll be honest with you about the limit of what I can source here. A power of attorney signed outside the UAE has to be notarised where you sign it and then legalised before a Dubai notary will accept it, and I have not found an official Dubai page that sets out a turnaround or a cost. So I am not going to quote one. Ask the lawyer you appoint, and ask before you book anything.
What is genuinely harder from abroad
The mortgage is the constraint, not the registration. Registering the mortgage itself can be done through the Land Department’s own online mortgage system, which is one of the few steps in this whole process with a published remote channel. Getting to that point is the problem, because a bank has its own identification and account-opening requirements and those are set by the bank, not by the Land Department. If you are financing, assume at least one trip or a bank that has already onboarded you.
The other one is that you cannot see the unit. Off-plan removes that objection because there is nothing to see, which is exactly why off-plan is the route most remote buyers take, and also why it needs more care rather than less. The Dubai REST app gives you the project’s completion percentage, photos, and its escrow account details directly from the Land Department, which means you can check construction progress yourself without asking anyone who is selling to you.
Buying remotely is a solved problem for off-plan and a manageable one for a ready cash purchase. It is not solved for a mortgaged purchase, and if somebody tells you it is, ask them which bank and which branch.
Now if you ask me, the risk in a remote purchase was never the signing. It is that distance removes every informal check you would otherwise make without noticing, so the only ones left are the formal ones. Which means the discipline has to be deliberate: verify the escrow account in Dubai REST, verify the title or the Oqood registration afterwards, and appoint someone whose only job is your side of it.
Of course there is a downside to everything. A power of attorney is a real transfer of authority and it should be written narrowly, for one property and one transaction, and it should have an end date.
This suits a buyer who is comfortable acting on documents rather than impressions. It does not suit someone whose decision depends on standing in the room, and by the end of the day there is no shame in that.
One disclosure, because it is relevant: I have agreements with most of the large developers, so on anything to do with a specific project, check the Land Department links yourself rather than taking my reading of it.
Questions I get asked next
- Do I need a UAE residence visa to buy remotely?
- No. Buying in a freehold area is open to non-residents, and the Land Department’s own document list names “a valid passport for non-resident foreigners” as the alternative to an Emirates ID.
- Can my agent hold the power of attorney?
- They can legally, and I would not do it. Whoever signs should be independent of whoever earns a commission on the price, and that includes me.
- Does the title deed arrive electronically?
- The Land Department charges AED 250 for issuing the title deed certificate as part of the transfer. Your representative collects it, and you can check ownership yourself afterwards through Dubai REST.
